I know nothing of this story, didn't even click the link but I will answer this...

They're seperate and distinct defenses. Voluntary intoxication is not a defense to criminal liability. Just like when you dive hammered you will be charged with manslaughter if you kill somebody.

To be considered criminally insane, the defendent must not be in control of or aware of his actions. You can have a mental disorder and still be liable for your crimes as long as you knew what you were doing. The insanity defense is difficult to prove and isn't nearly as succesful as most people think it is.

Basically he drank tea containing psilocin and psilocybin (possibly other things as well) and freaked out. He ripped his training partner's eyes and heart out because he thought his partner was the devil.

As far as I know, this would fall under voluntary intoxication (I'm not a legal expert). In my opinion, the perpetrator should be fully liable for his crime, as you said intoxication is no excuse to break the law - nor should it be.
