OFT stg1 and Alpina TCU behavior
I normally drive in D and have noticed a couple things.
First, I want to upshift the car BEFORE the 7100 it's going to shift at in upper gears on the highway, so I floor it and tap the upshift (pull back paddle), I notice initially I must do this TWICE to get it to upshift (like the first tap puts it into manual mode temporarily?) Second, the downshifts are very fast and sharp, the upshifts seem delayed as in I pull the paddle towards me but there is a delay... is this normal behavior?

Are you sliding your shifter over to sport mode? If not the car will always shift the transmission for you even if you play with the paddles it will switch back over to regular D mode.

As noted, I am leaving it in D mode when I attempt manual upshifts... it does work, but the first time I have to tap the paddle *TWICE* to get it to do anything... and in general upshifts aren't as all that fast in D or DS/manual
mainly concerned having to press it twice the first time in D though

Your main concern should be.....Why am I using 'D' while trying to manually upshift?
There's a mode for that, it's called 'DS'. THAT is where we SHOULD up/down shift....manually. Pointless to use the paddles in 'D'. Unless you just like the feeling of 'shifting' when the car actually does it for you automatically..... So to solve your issue. Put the car in 'DS' and manual shift all you want. Or leave the car in 'D' and leave the paddles alone.

I hate how DS becomes MANUAL once you shift and stays there, I like in D how it returns to drive on it's own.
so why the doubletap?

just switch back to the regular flash, not much you can do about it. The double tap is because the cars paddles not programmend to shift when its in regular D mode so the transmission has to "wake up" to recieve the command.
