What's road legal ???

One question I could never find the answer to;

When people say "road legal" car, what exactly does that mean?

I can find a list of basics like red brake lights, etc ..

But what about say noise limits regarding how loud the exhaust can be in db?
Ground clearance ?
Is there a different law for new cars? (Needs airbags /ABS)

Why can't I just buy a DTM/GT3 car and place it in the road? Besides deafening everyone...

Mass production cars must pass 'type approval' tests, which costs hundreds of thousands.

Kit cars must pass an SVA test, couple of hundred pounds.

This reminds me of the TVR Tuscan in the film Swordfish. The car was illegal to be on the road in th US so they had to get special permission to use on US roads. Guess each country gave their own rules on what is road legal.
