KBB and CPO

How trustworthy is KBB when it comes to a CPO? Is it fair for the dealer to ask for more than KBB? If so, how much more? I understand that some cars are rarer than others and there is supply and demand but I'm not sure if KBB takes that into account.

^this. I once sold a bike kbb-ed at 3k for 5k. Just cause there was no other ones like it for sale.
