If I receive a flat tire as a result of hitting a pot hole, out other random road hazard, will the city reimburse me?

I hit a pot hole right in front of Husky Stadium. Filed a claim for dammages with the City and was reimbursed over $200! It does take a while...mine took 4 months!

Pothole damage... city responsibility?
Hi there... Saw THIS on the King5 TV news recently and the city doesn't have to pay if the potholes weren't reported by anyone before the damage occurred to any vehicle.
This KOMO 4 newslink explains why damage claims are taking so long to process.

another question, if the vehicle has aftermarket wheels/tires, will the city also pay to have those replaced/fixed? it seems like a good amount of us on this forum are running oversized wheels, i would imagine one of us has had this dillema. wouldn't it be more cost effective for the city to just fix the problem instead of paying out for all the damages?
