My understanding is the the Cobb AP is not VIN locked to any specific car. Some of the later model JB's and Procede's are VIN locked and so you have to pay a "transfer fee" to have the VIN locked removed so you can use it on another car.

COBB is not VIN locked, but needs to be Unmarried before resold.
