if it is white paint on top of your paint you can use turtle wax spray wax on it. that's what i did with my mom's toyota. spray the wax and try rubbing it off with a cloth. use pressure and maybe scratch it with your nails behind the cloth. it wont get it all off but should work.

I'm 99% sure you scraped a curb or something made out of concrete. Seeing as how it most likely gouged the plastic also, it will require sanding, filling and a repaint, and to get a match the body shop would probably paint the whole bumper. You're better off purchasing some painted or carbon fiber splitters, it will cost quite a bit less and cover that up completely.

Arent splitters kind of pricey? Is there a cheap solution? It doesnt have to be perfect, just less noticeable.

You need to go to a shop man.
Or just buy a new bumper. . .

I've seen carbon fiber splitters for around $150, and painted for around $250. That's not a bad deal, painting the bumper will be more than that.

honestly its so low if you buy touch up paint and paint it yourself no one will notice i had one like that painted it myself with a small brush no one will notice. you could also buy splitters

Touch Up paint will not work. That bumper is in need of a body shop. It needs to be sanded down filled with body filler 2-k primed then refinished. If you have the money to do it right let the shop pull your bumper to refinish it so the clear coat covers everything. If you are trying to keep it cheap dont pay the R&I time for the bumper. Yo will not have clear coat where the bumper meets the fenders
