Do your headlights swivel left?

In my parking garage I can easily tell that my light swivel to the right when I turn the steering wheel to the right but from dead center and turning the wheel left, my lights don't swivel, are my lights broken or is that correct?

They don't turn left when you're stopped so you can't blind oncoming traffic, Like if you were parked on the side of the road.
