if you don't live in germany there is no need for you to have a german plate on your car. whats the point of putting a german plate on your car if you dont' live in germany...you're not cool, and you're not telling people the car is german, because the BMW logo does that.

That looks absolutely ridiculous. Do you think it makes your BMW more authentic? You might as well put a USA plate on top of a Euro plate that it's on top of a USA plate sitting on a Euro plate.

first off... some people do that because they got their car from euro delivery and this was a trend back in the 90s to put them on any euro regardless of delivery location. The OP just wanted to know how it's done.

the plate holes are in the same place whether it's euro or USA...just need 2 license plate frames.
(But it still looks stupid)

The only time you should ever run a Euro plate in the US is if you're lucky enough to live in a state that doesn't require a front plate (or ballsy enough to not run one where you are supposed to) - get a custom Euro-style plate that matches your rear plate and run it on the front.
