Can I scan fault codes with an ENET cable and a computer?

My car shuts off completely sometimes when I let off the brake after parking it for several hours. This normally happens in the cold but it happened yesterday in warm weather too. Hoping I can scan it with my computer instead of spending $100+ on a scan tool I’ll probably never use again. Is this possible? Is this what ISTA is for?
