Active cruise control coding question

Currently if the car comes to a complete stop in traffic and sits for about 4 seconds or more, then the traffic starts again, you have to press the gas pedal to resume the start & stop cruise control. If less than 4 seconds it will continue on its own. The question is can I increase the time to like 10 seconds using coding?
