Cup Holder

So my driver side cup holder will only extend if I pry it out. I tried to pull it out just now and it is stuck. I tried to look into the area by pulling out the passenger cup holder and it looks like something is on top of it. Anyone have an idea of what it is and how to get it off?

When I try and pull the cup holder assembly out it gets stuck. There is a piece of plastic on top of it that is getting caught on the top.
