Does that include seals and decoupling elements? Where are you located and who did you purchase these from? Also which brand?

I bought these from bmw dealer with 20 percent employee discount. They're brand new. No it doesn't come with decouplers.

Seals u won't need them because I haven't touched the aluminum caping plugs
