Are these BBS Wheels Refinished?

About to purchase these RX wheels. 17" 38 offset 17 X 8

Can you tell if these are repainted? Thanks in advance.





And tire scuff/peel like this unsafe?

It looks like OEM finish, that scuff is fine. Won't effect performance.

Thanks but shouldn't be the lip be machined (not painted) like the picture I found on the net?

I wouldn't know with those wheels, gut feeling it's factory, unless you bring it to a shop then get a final answer.

Look for dirt specs. It's almost impossible to paint wheels without a dirt spec or 2. Nobody sands out and buffs wheels, it's not worth the effort.

But can someone confirm if the lip should be machined and/or polished, or is it supposed to be painted?
