35 months is just under 3 years and the allowance is basically 24k per year. I'm guessing the car was a demo and had already 5-8k on it already when he leased it and thats the reason for the milage.

Yes that is correct and for the lease I increased the allowable KM for this car.

I think it seems like a pretty good deal.
Assuming a $3,500 discount, plus a $1,100 down payment (equivalent of the lease transfer fee), and rolling in freight and PDI, the lease payment for a new one for 36 months would be about $200 / month more. Even with a more aggressive deal, I don't see how you could get a payment even close to the OP's.
