It's the light for the alarm. If you don't have the alarm, it does nothing. If you have the alarm, it blinks when armed.

Just adding to this true statement: it is also a switch between dark and light so that headlights of cars following you at night don't blind you (if car is not equipped with automatic dimming). You have to twist this button, affectively called clown nose here.

For non-autodim mirrors isn't it also a handle to flip the mirror?
