Not sure about number plate lights, but my tail lights and halo rings don't come on when I unlock, unless I've left the light switch on auto. Maybe try setting to auto and try it?

Leave your light switch to full on. Once you shut the car off and lock it, the lights will turn off on their own. As soon as you unlock, full lights turn on including plate lights.

Might be the same if you turn the lights switch to the left on Auto.

sometimes if your battery is on its way out it doesnt turn the 'comfort' lights on to save power

how old is your battery?
