It lets you know when the month has expired not at the beginning of the month. With brake fluid it's not a big deal, one more month will not make a difference. The interval is 24 months based on the build-month of the car.

However, when I get state-mandated safety inspection I always reset the notification to a month early, so it notifies me on the 1st day of the month the inspection is actually due.

You lost me there. What does "state-mandated safety inspection" have to do with resetting service intervals? Do you mean that you normally purchase used cars, and when you purchase a used car you somehow get the safety inspector to reset the service interval?

The CBS has two additional types of inspections besides the 30,000-mile red-car-on-lift inspection. One is for emissions inspection, and the other is for road-safety inspection. The inspection date for each is settable in the CBS. Most states in the USA have yearly emissions inspections and some states require a yearly safety inspection. In Virginia, there is a mandated yearly safety inspection. You get a windshield sticker with the month and date (in big letters) if your car passes inspection. The Police use the sticker to catch you if you are over due for inspection.

The CBS notifies the driver when the date set in the CBS for one of these inspections is past due, not before it is due. Meaning if the date my inspection sticker expires is May (I have until the end of May to get the car inspected), and I set the CBS for May, it notifies me on June 1st, which is late and my sticker is out of date. So I set the CBS to the month before (April in my case), so when the CBS notifies me to get the car inspected it is on May 1st (beginning of the month) rather than late on June 1st.

Same goes for the 24-month notification for brake fluid.

Ah. That accounts for part of my confusion - I thought you were in Maryland. Still doesn't explain how safety inspections are related to resetting service intervals

It's all good.

Safety inspections have nothing to do with service intervals. The only relationship (I made) is that like the inspection intervals, you can reset the brake fluid flush interval to any date you want, so you can set it to the month before it is due (per the original month build date of the car).
