There's no substitute for elbow grease and a brush.
There are many chemicals that will work very well to loosen the dust and get a good deal of it off with a hose, but they will never be spotless without some cleaning effort. I like my Wolfgang uber wheel cleaner, it does a great job loosening up the brake dust so its that much easier when I hit it with the brush. (though it is a bit overkill) You've already waxed them, so that helps to make them easy to clean at least. Now if you have a pressure washer it will get even more off than just a hose, but since they have metal spray tips you don't want to get too close and accidentally hit the wheel and nick it. And never just wipe them off, dry brake dust can be abrasive, give them a cleaner presoak first to loosen the dust and dirt then hose and brush.

Theres plenty of stuff out there that says it will, but Ive never seen anything work to my satisfaction.
Especially in the corners and lug nut areas. And if you clean all the way through the entire depth of the wheel then you definitely need to use a brush. They key is using a proper brush and that will cut down your clean time to about 5 minutes a wheel. (assuming you keep regular care of them) Actually the best tool Ive ever used was a wash mit dedicated to just the wheels. Your hand is the best at getting in the hard to clean areas, but a mit gets extremely dirty fast so I end up using a brush anyway. But its definitely a fast and easy way to clean the wheels.

yup that stuff is great too, turns color as it works on the iron bits, just like the Wolfgan I use.
That brush hes using is also the one I use, again great for getting the full depth of the wheel.
