I think guys with small penis would consult with urologist first. Usually, it is getting it fully erected vs not erected penis size.
That being said Even if I had 1cm penis, surgery would be the last thing I would think of. I would rather take PED5 Inhibitor to get it bigger (fully erected) than get a surgery.
