Can One Raffle Car On Forum/Event?

i remember reading on e46fanatics, this guy was thinking about raffeling his car. i didn't get the read how it turned out but what do you guys think?

lets say i go to a public event like bimmerfest, can i raffle my car there? what about on a forum?

we'll talk about how the decisions, legit, etc later but first we need to find out if it's ok.
