golf tee mod

Ages ago, a mechanic did this to my exhaust w/o asking me smh. Anyway, I didn't care either way, I guess it sounds maxxed out since the valve? is now always open. My question is other than sound, are there any pros/cons of having the valve always open? Does it marginally affect HP output? Why did they have the valve in the first place?

The golf tee mod was used when valves were vacuum controlled.
Valves are now controlled electrically and are capable of modulating in addition to just open/closed.
The valves are there for complyance reasons.
HP gains are minimal at best; the biggest reason for modifying is purely for better/more noise.
