Yes folks, these are real people who get dressed in costumes to go fight crime, a la batman. The have their own forum, where they discuss such things as their patrols:

I'm not seeing the point of the costumes...after reading some of the posts it seems like they're mainly trying to do "recon" type work (ie reporting crimes to the police). I have to think the ridiculous costumes draw unnecessary attention to them.

Also, if I saw this guy coming up to me at night, I'd be pretty freaked out (and the weapons I carry aren't just for show):
