I stayed in the French Quarter for a couple of days two weeks ago. This is what Bourbon looks like. The street is like this from Iberville to Dumaine. They had to fix Bourbon sooner or later.

Yes, the water and drainage lines in the Quarter are very old. Most are the old clay drainage pipes... A major pain for visitors and for the businesses down there which depend on them but had to happen eventually...
Edit: And for folks visiting N.O., that is the last place you want to visit anyway, unless you are 20 and on spring break!
