I agree with you with the timing of a properly timed ki-ai would be executed at the moment the strike was delivered, but you can tell by his posture prior to starting his sprint, I get the he let the world know he's putting everything he has into delivering his attack.

We used to do this with backs against the wall. Called them green benches. If you positioned a bayonet under the ass it was called a red bench.
