I would go to the arraignment and plead not guilty. If the cop doesn't show up on the court date you win. You can postpone the arraignment and court dates as well giving you more time to pay if you have to. I got some tickets dismissed this way or got out of traffic school or points. As for your attorney question you don't need one to plead not guilty at the arraignment. Not sure how much an attorney can help if you are guilty and the cop shows up.
