It's probably the last bit of muzzle flash. It's surrounded by the powder cloud. A .38 special bullet moves at 600 feet per second (yes, I know it's not a .38 special). The shutter speed was 1/2500. The math works out to the bullet traveling about 3" in that span. If anything, the bullet would be a darkish streak which would be mostly invisible against that background.
Cool shot, though. The noise is barely noticeable. Impressive for a T3i at 6400 ISO.

I am a gun owner. Without arguing this to the fraction of a millimeter, my opinion is that if you draw a line from where the rear sight is to the head of the target, assuming that this was a head shot, the white light is way above the trajectory. Drawing a line from where the muzzle is on the picture does not give you a proper trajectory, as the pistol wasn't fired with the muzzle in that position. I think that it's just a light on the range. Also, a muzzle flash would be yellow or orange, not white, and much larger.
