None taken because you have that backwards. Fascism is when corporations do the will of the Govenment. Fascism is when the Government will not let corporations exist unless the corporation acts how the government wants it to act.

Fascism is when social interests are replaced by those of a private entity.

That's the circle of life in this country. We can no longer afford a fraction of what we currently spend money on.
I'd say all of EV started with the California Air Resources Board in the late 1960's. First it was emissions standards in California with the goal always to eventually reach zero-emission cars (electric powered by the sun). Then the formation of the EPA in 1970. Fast forward to the Energy Policy Act of 2005, which is where Federal Government investment in alternate fueled vehicles made it into the tax code. That law initiated the tax credit for consumers at $3,750. That law predates Tesla is its current form (it wasn't even producing cars in any significant manner. 2009 via the Obama administration brought a doubling of three tax credit to $7,500 for a alternate-fuel vehicle with a minimum 15kWh battery and an increase in the sunset count of 200,000 (from originally just 60,000).

It's possible Tesla lobbied the Obama administration and the 110th/111th Congress but I'm not sure it had enough clout in 2008/2009; it was making the Tesla Roadster at the time as a boutique manufacturer.

Government participation in EV has been since the beginning an effort to address anthropogenic climate change. (The ultimate Chicken Little Story).

But what about brakes?

Note: this is just a history lesson regarding government.

From Wikipedia:

"Fascist leaders such as Mussolini and Hitler spoke of the need to create a new managerial elite led by engineers and captains of industry—but free from the parasitic leadership of industries."

"Fascist economics supported a state-controlled economy that accepted a mix of private and public ownership over the means of production. Economic planning was applied to both the public and private sector and the prosperity of private enterprise depended on its acceptance of synchronizing itself with the economic goals of the state. Fascist economic ideology supported the profit motive, but emphasized that industries must uphold the national interest as superior to private profit."

In urban environments (including one of my friend is going to purchase a EV very soon) are buying EV for cost, or because of the gov. rebate. Yes, they don't have to pay for the gas, but now they have to pay for tires and all other inconveniences . Is it really saving money. May be if they drive like grandpa and grandma

Actually no, it's the opposite of what you understand it to be and what you said.

You said, "Would you prefer it if your govt just adopted whatever policy a (large) manufacturer told it to?"

Those words mean the corporation dictates government policy. What is highlighted in bold in text says the opposite; it explains how corporations must adhere to the policies of the State (i.e. the Government) under a fascist government.
