Who TF decided that we don't know but it was more than one person, I'm aware there may be a contract cancelation clause with Ferrari, FFS they need someone like Bearman if they really don't want Carlo and Ferrari need to be more bold with their choices. The only exception in 55.8 that Hulk was allowed to pass, is "if any car slows with an obvious problem".

Sure, Ric was hit, but he continued on and participated in the race. The floor of his car was damaged as we found out from his on-track performance, but there is no way that was "obvious" to Hulk in the moment. The exception seems to be more for having actual issues with a vehicle, not just because there was contact. Ric should have been able to take his place back without penalty. I just don't like their interpretation of the rule I guess, and a three place penalty seems really harsh for such a gray area.
