I am a student at San Diego State University and doing a group project that requires some primary research through surveying.

Please be reassured that your answers will remain confidential and will only be seen by the researchers of this survey.

Why would i need the Institutional Review Board to approve my college group project's survey...?

Typically whenever you conduct a study that involves human subjects, you'll need to go through IRB review to ensure that patient/subject safety is ensured. Ask your professor. You might want to at least not mention your university's name until you know for sure.

Do you understand the difference between a study and a survey?? Or are you jsut trying to be funny?

I'm not trying to be funny, I'm trying to be helpful. Surveys do become a study/research when it goes beyond a simple poll (especially when you're linking the questions to gender, income, age, etc.).

The survey is anonymous, which would exempt it from IRB.

It may very well qualify for exemption, but this must still be granted by the IRB.
