Maybe wave at him, say hi. See how he reacts when you're on your walks. Maybe he recognizes you, and will wave back. If, like your neighbor says, he lives in the neighborhood, he will. Break the barrier between you. If you're able to talk to him, you can determine with your own reasonable mind how best to proceed.

Little update -
The same day I started this thread - our paths crossed - I waved from about 15 yards away and asked if he was doing good as genuinely as I could and he didn’t just wave he like reached his arm toward me and sort of smile waved. Saw him again 2 more times walking later around 6/7pm while we were entertaining 20 or so guests at our house. Then several times the following day, meaning more frequently than before, then again last nite at 9:30pm when we arrived home while it was dark. I still think he’s harmless - wife is uneasy but not bothered, just sort of weirded out. Prob go welfare check route soon. |

Interesting, This kind of reminds me of one of my colleagues here with an adult son with a dysfunctional mental illness. He's 28, still lives at home in a nice neighborhood but he'll occasionally go out on a bad day and the parents will have to find him and bring him home.
Sounds like this could be a similar situation.
