I'm a relatively new user (actually forgot my old account from 10+ years ago so just created a new one) and I'm in the same boat as everyone else posting here. I see "private messaging disabled" and the green bar that has showed up since I verified my email:

In order to use the PM system and be a full fledged member of this community, you will have to make a certain number of verified post replies and wait 7 days for your account to be upgraded.
I have no idea how many "a certain number of verified post replies" is, so not sure if I'm anywhere near the required count. I'm well past the specified 7-day period.
