that's a yes and no.

there are certain pictures that look extremely good with high ISO. for example. some images just fit so well with the vintage grainy look with a bit of over saturation.

unless you know what you are doing, always stay below ISO 800 for crop frame camera. If you know you need to crop the image, then stay below ISO 400 just to be safe.
