I imagine they skipped it for the same reason Microsoft did with windows.
First: 9 is an unlucky number in Japan.
Second: iPhone Nein!
As an aside, Microsoft had two other reasons:
1) To catch up with MAC OS X
2) To avoid a potential issue with code that still uses the following logic:
if (version.StartsWith("Windows 9"))
{
/*Windows 95 or 98*/
} else ...
