Putting in more concrete in the case of a thin floor is no big deal. Saw cut a pad big enough for a sonotube then electric jackhammer the small amount of concrete to be removed. Dig as deep as you like, insert sonotube, pour, insert anchor, allow to cure, and Bob’s your uncle.
4 hours of work not including concrete cure time.
