Panning photographs, or panning video? I don't know anyone who uses a gimbal rig for shooting stills. You would use image stabilization, either in the camera body or the lens, not a gimbal rig. If you are shooting slower shutter speeds with a phone, maybe a gimbal rig would be helpful but I've never tried that or seen it. For getting stabilized video, a gimbal rig would be helpful.

I was looking at gimbal rigs last year thinking I might shoot some video. The cheap/intro rig I marked was the DJI Ronin-SC but I don't know how heavy your rig is or what your budget is. If you search for something like "best cheap gimbal" I'm sure you will turn up a lot of recommendations.
