I think they're more common over Alaska/Canada than anywhere else. Northern Norway gets a good view but the rest of the country doesn't have an overhead view like you'd see in Alaska/Canada.
Degrees doesn't matter as much as you think. I saw one (albeit faint) from the outskirts of Madison once. They're commonly seem from Minnesota and South Dakota too on stronger days.
