They build electric cars to meet state requirements (they have to), and they will build some low volume cars for R&D projects/PR but spending the type of money Tesla is, all on pure electrics, is too much of a gamble.
Unfortunately it is their mentality at the moment
However, the later they start, the bigger the gap is going to be against other manufacturers who builds electric
It will be harder to compete, since many will have battery tech advantage, plus you have better chance to have cheaper packs if you produce them in volume, not just for checking box next to Gov. requirement
ICE age is going away, the question is when
