But somewhere, the difference was made.
However, without the actual result, one can say anything.
Max qualifies better, he starts better (these are objective measureable facts), so he says the difference was made in the not so objective measurable aspect.
And what does that mean..."could have challenged"...
Now he challenged him too. He just lost...he was runner up.

He means Max maintained the gap throughout the race. Unless Checo didn't give all he got and started cruising. But then you never win...
