There are all kinds of warnings read electronically these days. Trickles (water constantly running 24x7x365) as well as the utility usually sets volume threshholds in changes. If you use x% more or less than last month, a letter is generated. If the volume is negative, it triggers a re-read. If it's still negative, usually the POPO get involved.
