RBR Powertrain devision has already BUILT a 2026 engine 4 years ahead of plan so are they also cheating? No they are trying to perfect the engine ready for 2026, that's not cheating that's engineering. Maybe you will say they are a Chet, baffled.

The difference is that not all teams knew about the engine and didn’t have the same amount of time to do R&D as I recall.
