That's definitely a bold wishful thinking claim.

Lots of things can happen in motor sport: change of regulations, penalties, existing and future competitors giving him a good run for his money, improved engines, DNFs, race bans, injuries or - worst case scenario - a brilliant race career abruptly cut short in an accident (the dark list of F1 fatalities: see here).

Hamilton was fighting for his third WDC at the age of 30 (2015). Verstappen will be doing the same at the age of 25/26 (2023). So Verstappen still has a couple of years time to get his third WDC to possibly achieve 7xWDC someday like Schumacher and Hamilton. And likely he will be motivated to gather as much WDC titles as possible in a ruthlessly dominating way to tackle the "but his 2021 WDC gets an asterisk" comments.
Doesn't help when you add another team like Audi that will pour resources to put themselves up there with RB, Mercedes and Ferrari.

There's potential to do it but it'll be extremely difficult when you also factor in all the changes F1 will implement to achieve their "Net Zero" carbon initiative.
