yes $750, but comes with what you are asking for. Has 7 support and 7 installed. Win10 is the OS sold with it, so you can upgrade anytime. The dedicated GPU isn't that much better than the Intel 520, but you said that you aren't gaming. At least the drive is 7200rpm.
Do you care about features like touchscreen or being a convertible? I don't, but some people do. Win10 is much better than 7 at that. -

In your position, I personally would buy the cheapest thing I could find with a Skylake processor (Corei-65XX series), upgrade memory myself and throw an SSD in.
