No it isn't, the weighing is to ensure drivers rehydrate back up to prerace levels. It is also there to keep an eye on which drivers lost the most amount of weight so medical treatment (iv drops) can commence if a driver did lose to much weight.
3kg is a major weight cut while doing a physical activity like driving, but it really isn't much in terms of water weight losses. Most fighters and wrestlers can lose upwards of 10kg while weight cutting, but again this is while not doing anything strenuous. But most drivers also undergo the same amount of weight loss, so it isn't something abnormal.
On a technical side, it is to make sure teams aren't playing tricks with driver weight because there is a minimum weight limit for the driver + seat.
