so this is pure blockage.. it doesnt make sense to say VET was a victim.. everything started and ended with him with this incident.. its like 50/50..
That's a still image though. It says very little about the incident. Watch the onboard footage from both driver's for actual detail.

As for blockage, this penalty is for unsafe reentry. It had nothing to do with blocking. The blocking rule is about making more than one direction change to hold position. Unless you consider Vettel's rear end swaying constantly until he reached the outside of the track more than one change of direction while attempting to hold Hamilton behind, this had nothing to do with that rule. Maybe you can argue that Vettel is very skilled at making his car look out of control and wobbly while maintaining control (many people would disagree from the past two seasons ).
