Parallel with Autobahns is TUV. So many pieces of junk on the roads that will come apart at speed eliminate any possibility of an unlimited speed limit. To have a safe Autobahn you first must have safe cars.
Just look at the number of "How can I lower my car for no money" threads are in this forum. Until people treat driving as a responsibility rather than a right, it can't happen.
