I'm pretty sure that the town/village/city tax collectors also process school taxes. Each town has their own assessor, and sets their own property valuations. Our school district covers our entire town and parts of two neighboring towns, and there were people from one of those towns at the last school budget vote protesting because their school taxes went up significantly due to their town's recent assessment changes.....
