For what it's worth, You need to show Photo ID by BMW rules before they can make you a new key and they ask you for Photo ID. They won't fulfill the order of a new key until you A.) Fax them a copy of the car holders License or B.) Get them to come in C.) Prove you live with said person by matching your home address or the address they have on record. They also ask you to confirm your monthly payments so they make sure it's you.
This is what I was told as I recently had to get a new key.
