Are you referring to blocking a lane adjacent to a lane where a vehicle is pulled over, for example?

Have you never seen how many people ram into parked cars/people because they’re distracted? Why should cops put their bodies on the highway while traffic is flowing in an adjacent lane?
Is this a serious question?
Or are you talking about a specific situation I’ve never seen? (Like blocking all of the highway because someone is pulled over for speeding as a regular stop)
