I dont know where you read that. The lifters have no functional impact at all. I'm at 102k miles on my car and it has the lifter ticking and I have no major issues with my car at all.
Theres no reason to pay for the lifter fix unless the noise really bothers you and even then, at 7k, thats nearly half the cost of the car as is now, just get a new car.
